In 2008, Phoenix Pass was established as a grassroots, community-based partnership between First Baptist Church of Conyers and the Rockdale Emergency Relief. The dream of the organizers was to provide a traditional housing program for women and children who have been displaced in the Rockdale County area. The community quickly adopted the program as its own.
