Mr. Howard Phillips Milligan, 69, of Oxford, died May 30. Mr. Milligan, a life-long resident of Newton County, was the son of the late William Howard and Jane Phillips Milligan. He was formerly the co-owner of Red & White Grocery Store in Covington and the owner of the Red & white Grocery in Social Circle.
