Morgan defends legality of road action

During the March 20 meeting, Commissioner Mort Ewing accused Chairman Kathryn Morgan of breaking the board's ethics policy, its purchasing policy and state law when she spent unauthorized county funds on the repair of Cook Road.

At the prior meeting, Ewing said that the board authorized Morgan to go ahead with the repair, but the authorization did not include permission to spend county funds. However, Ewing said that a check to Pittman Construction related to work on Cook Road was made on Aug. 8 and another on Aug. 19.

At Tuesday's meeting, Morgan told the board the process of the repairs on Cook Road. Morgan stated that during the July 5 meeting, Morgan told the board what was being done on the road and invited each of her fellow commissioners to visit the site for the testing of the new surfacing that would be used on the road. However, Morgan stated that none of the other board members attended.

"There was never any intent to mislead this board," said Morgan. "There was never any intent to not comply with GDOT or the rules and regulations of this county."
