ELBERTON - The Elbert County sheriff's office says a man who escaped from the Madison County Jail has surrendered, ending a four-day manhunt. A spokesman for the sheriff's office says 31-year-old Russell Frank Massey surrendered Thursday morning. The Madison County sheriff's office says Massey, along with 33-year-old Jason Lee Hattaway, escaped Saturday by climbing a fence topped with razor wire.
