HB1 and SB185 both seek to pass some sort of medical cannabis oil legislation. HB1 would legalize cannabis oil with a THC content up to 5% for the treatment of nine conditions, while SB185 would allow clinical trials of cannabidoil treatment for children under 18. Neither bill includes an in-state growing mechanism. A federal bill introduced this week in the U.S. Senate, the CARERS Act, would allow states to set their own medical marijuana policies and effectively legalize cannabis oil at a federal level, removing a major barrier for getting it into the state.
