IN BRIEF: The Rockdale County Water and Sewerage Authority moved to censure one of its members - Garvin Haynes - but temporarily tabled the motion in a 3-2 vote until a future meeting when the issues behind the censure could be more fully discussed. The Authority also reviewed rules on removing members as well as code of conduct and possible code of ethics revisions while it reviewed proposed changes to its bylaws.
