NSP program aims for 40 homes

Rockdale’s federally funded Neighborhood Stabilization Program will shift attention to neighborhoods along the western edge of the county, which saw some of the highest numbers of foreclosure listings in 2011.

Rockdale NSP Coordinator Tanesha Lanier presented information at a public hearing on Monday about the shift. 

Initially, the county was looking at the Census tract along the eastern portion of Interstate 20, labeled 603-06.

However, 2011’s foreclosure notice count showed a higher rate of notices in Census tract 603-02, bordered by Ga. Highway 212 to the south, Ga. Highway 138 to the east, and Smyrna and Ebenezer Road. 

The NSP program will also look at neighborhoods along the Salem Road corridor, Census tract 603-07, one of the highest foreclosure listing areas, and part of the northern half of the city of Conyers, Census tract 603-08.

Rockdale County was awarded $1.06 million last year in NSP 3 funds for the program, which repairs and sells foreclosed homes at reduced cost to moderate and low income buyers who intend to live in the homes. 

Lanier said there was still about $1 million left of 2009 NSP 1 funds, or the first round of the federal stimulus grant.

Lanier said the goal for 2012 was to purchase and sell 40 homes, using NSP 1 and NSP 3 funds. Rockdale’s NSP program has sold 25 homes so far since 2009.

“HUD (Department of Housing and Urban Development) suggests to be more aggressive in the approach to have a greater impact,” Lanier said. “We want to zoom in those three tracts.”

“We’ve taken a more direct approach. I think having a comprehensive approach is what had our program succeed,” said Lanier.

The property manager for NSP 3 properties is Matt Martin Real Estate Management and for NSP 1 properties the property managers are APD Solutions and Atlanta Neighborhood Development Partnership.

Eligible buyers are screened, must qualify for their own loan and can receive up to $14,500 towards the cost of the home.
