LAWRENCEVILLE - A man accused of stabbing two of his sons to death and injuring another at their home near Lawrenceville had a history of minor brushes with the law.

The Atlanta Journal-Constitution reports that 23-year-old Elvis Noe-Garcia, an illegal immigrant, had previously been charged with traffic violations and other minor offenses.

Gwinnett County Sheriff Butch Conway says the jail now participates in a federal-local program that would have allowed them to identify Noe-Garcia as an illegal immigrant and possibly turn him over to federal immigration authorities. The jail began that program in November 2009, after Noe-Garcia's last arrest before the stabbings last Wednesday.

Noe-Garcia was arrested Saturday and is being held without bond on murder and assault charges.
