Education issues are already setting the tone in a day-old session for Georgia's General Assembly. Lawmakers are hearing projections that lottery revenues will support smaller and smaller scholarships for Georgia college students in the coming years. Tim Connell, president of the Georgia Student Finance Commission, which administers HOPE, told lawmakers Monday that by 2016 Georgia's college students will pay more out-of-pocket than they will receive in HOPE benefits.
