Howard has been a stable force on a council that has changed over the years.
If you agreed or disagreed with his votes or his intentions you always knew that they were well thought out and honest.
Through his efforts, the city is in as excellent a financial shape as any in Georgia.
On his final vote he was looking out for the taxpayers of the city as he voted no on the whimsical plan of the majority of the council to take a retreat near the Tennessee border.
Howard will be missed. We hope he enjoys his extra time and we thank him for his service to our community.
