COVINGTON, Ga. – Newton County leaders joined Sheriff Ezell Brown Thursday afternoon to help celebrate the second graduating class of the sheriff’s RSAT program. Guest speaker Omar Howard told the seven graduates to persevere, believe in themselves and always have faith. The NCSO Residential Substance Abuse Treatment program is one of only three in the metro Atlanta area. The others are in Gwinnett and Rockdale Counties.
