The council voted to table a move to complete the 2.6 mile trail using county funds that would connect Eastside High School to the Newton County Library.
"To stop in the middle is illogical," said Cheryl Delk, Newton County Special Projects Coordinator.
Ewing suggested investigating the possibility of connecting the trail using gravel until it could afford the cost of concrete or asphalt.
"The funding is just not there on our end," said Commissioner Tim Fleming.
