Jennifer Lynn Phelps, 39, was arrested and charged with the murder of 31-year-old Kristen Deanna Williams on Nov. 20.

According to Newton County Sheriff’s Office Public Information Officer Lt. Tyrone Oliver, the charges stem from Williams’ death, which occurred on May 28. Williams reportedly contacted Phelps and asked her to take her to an address in Newton County in order to purchase prescription drugs.

Phelps, her husband and the victim allegedly went to the home to purchase drugs and then drove around. During their drive, Phelps reportedly gave Williams some of her own prescription drugs and then the trio headed to another home in Rockdale County with the goal of purchasing drugs. It was during that time when Phelps’ husband reportedly noticed that Williams — who was in the backseat of the vehicle — was unresponsive.

The couple attempted to revive Williams with CPR and when that failed, they called 911 for help. However, it was too late. Williams was pronounced dead, either at the scene or at Rockdale Medical Center where she was transported.

Authorities in Rockdale County were initially handling the case, but according to Oliver, when it became clear that Phelps had given Williams the drugs that are believed to have caused her death in Newton County, the case was turned over to NCSO investigators. Phelps reportedly turned herself in after being officially charged with murder and allegedly has admitted that she was the one who supplied Williams with the drugs.
