County employee arrested for child molestation

A Newton County Public Works employee has been arrested and charged with molesting a 4-year-old girl.

Scott O’Neal Allen, 39, was arrested late Tuesday night. He was released from the Newton County Jail with a $10,000 bond Thursday.

The girl reportedly told her father that Allen, who is known to the child, had molested her around Christmas. The child’s father notified authorities. According to NCSO Public Information Officer Cortney Morrison, there was enough probable cause to issue a warrant and make an arrest.

According to Newton County Chairman Keith Ellis, Allen was terminated Wednesday in accordance to county policy.
“According to the county policy there is no latitude,” Ellis said Thursday. “If he is exonerated or the charges are dropped, he may reapply to the county for the same position if it’s open, or to another position he qualifies for.”

Allen had been employed with the county for a number of years, according to Ellis, as the assistant public works director.

“Of course we are all aware that he is innocent until proven guilty, but this policy has been in place a long time and it is in their handbooks… We will wait and see and let the authorities and the justice system have time to work through this issue. We won’t work to refill this position right away. We will see what happens.”
