An independent public school governed by a separate board, Challenge Charter Academy has its tests scores still included with other Newton County Schools, however, unlike other public schools; the charter school is attended by choice.

Said Superintendent Gary Mathews, "Challenge Charter Academy is an independent public school with a separate Board and administrator. Though approved and funded by the Newton County Board of Education, CCA governs itself under Georgia rules. Its contract comes up before NCBOE for renewal consideration this fall."
